A dedicated endpoint for budgets in the REST API
Currently, the only way to retrieve budget period information is via List
Orders at /acquisitions/orders, which is not ideal.
A dedicated endpoint for budgets would improve API usability and consistency.
Alternatively, allowing x-koha-embed=fund.budget in the /acquisitions/funds
endpoint could also solve this issue by enabling budget data retrieval
alongside funds.
