In 24.11, Bug 18317 gave the ability to allow checkouts of items already on
loan via SIP with the AllowItemsOnLoanCheckoutSIP system preference.
There is also another system preference: AllowItemsOnHoldCheckoutSIP that has a
corresponding preference for Koha's self-checkout module:
AllowItemsOnHoldCheckoutSCO.
It would be great if we could also have a corresponding SCO allow for On Loan
items - presumably called AllowItemsOnLoanCheckoutSCO.
