Generally I agree. 
But this would be a change of the existing data model because today a title
record can exist without a resource record. Today the resource only exists if
there is a link to at least one package.

I think all attributes in title records match to the KBART format. These are:

- publication_title
- print_identifier
- online_identifier
- date_first_issue_online 
- num_first_vol_online
- num_first_issue_online
- date_last_issue_online
- num_last_vol_online
- num_last_issue_online
- title_url
- first_author
- title_id
- embargo_info
- coverage_depth
- notes
- publisher_name
- publication_type
- date_monograph_published_print
- date_monograph_published_online
- monograph_volume
- monograph_edition
- first_editor
- parent_publication_title_id
- preceding_publication_title_id
- access_type


As far as I can see the upload of a KBART file (E-resource
management>eHoldings>
Local>Titles>Import from a KBART file) 
requires the choice of an existing package.
In this case there will be resource records for all the uploaded titles from
the KBART list.

In my opinion it would be consistent to always create a resource record (even
if you enter data manually) and keep the access data (like url, coverage,
embargo,..) on the resource level.

But as I said, this is not a small change.
Maybe we should discuss that in Marseille ;-)
