You can notify a manager with the NOTIFY_MANAGER, when they become the manager
of a given suggestion.
This only works when editing an individual suggestion where you can check the
'Notify manager' checkbox.
Staff can also update the suggestion manager from the main suggestions page,
but when you do so there is no option to notify the manager.
