Under the Cash Management section of user permissions (only visible if
registers are enabled), there is a sub-permission:
"Perform anonymous refund actions (anonymous_refund)"
This description is ambiguous about where the anonymity exists in the
transaction.
It seems more clear to say "Perform refund actions related to Point of Sale
transactions" -- POS is the only place in Koha where there are transactions
without an associated borrowernumber.
