Gitlab's release workflow has not been working for at least a year (the release
happens but the .kpz download gives a 404). I didn't succeed on getting
Gitlab.com fix it. There are other ways to make it work, but it would require a
rewrite of the client (Koha codebase) and also coordinate with other devs who
might be publishing on Gitlab.
Note: this still works on the paid tier, so the koha2koha ILL plugin publishing
still works.
