I started documenting this and I have a question. I wonder if Jake or anyone
who tested could answer. 

I'm wondering if it's normal that the button to access lists on the intranet
main page is absent when I don't have any lists permissions, but I can still
access the lists module from the More menu.

My understanding is that the catalogue permission grants access not only to the
staff interface but to the ability to create (private) lists.

Depending on the need to be able to create private lists, I feel like the
button should still be on the main page? And the various lists permissions only
control whether the staff member can create/view/manage/delete *public*
lists...
