Test plan: 1. Go to Administration > Patrons and circulation > Self-service circulation (SIP2) > Accounts > New account 2. Note the label for the section is "Syspref overrides". 3. Apply the patch. 4. Rebuild everything: yarn build 5. Hard refresh the page. 6. Note that "Syspref..." is now spelt in full as "System preference overrides".
