--- Comment #132 from Andrew Fuerste-Henry <[email protected]> --- Thinking on this some more, it feels like if LimitReportsByBranch system preference is on then a user without the broader permission should be constrained to only interacting with reports connected to their own branch. A report that's available to all branches should be assumed to be important/privileged.
