This is part of the Point of Sale to Vue migration tracked under bug 42959.

The staff interface pages pos/register.pl and pos/registers.pl currently fetch
a cash register's outstanding (uncollected) accountlines via the Perl method
Koha::Cash::Register->outstanding_accountlines(). There is no REST equivalent,
which blocks building a Vue-based register view.

This patch should add a way to retrieve a register's outstanding accountlines
via the API, either as a filter/embed on the existing accountlines resource
(e.g. a cash_register_id query parameter) or as a dedicated endpoint such as
GET /api/v1/cash_registers/{cash_register_id}/accountlines. Prefer reusing the
existing accountlines representation rather than introducing a parallel schema.

Test plan:
1. Review the chosen approach against the existing accountlines REST resource
for consistency.
2. Confirm the new filter/endpoint returns only outstanding accountlines for
the given register.
3. Add unit tests under t/db_dependent/api/v1/.
