Fines that are included in syspref noissuecharge and exceed the limit set with
maxoutstanding prevent patrons placing any holds through our web library.
Recently we noticed that it also happened with fines excluded in noissuecharge,
as long as the total fines exceeded the maxoutstanding limit.
The error message received while tryig to place the hold was:
Hold cannot be placed. Reason: debt_limit
