Can confirm that this is the case.

If you do the same and click 'Suspend", you don't get a date selection box (and
no similar message) and it only suspends the first hold.

Whichever way we go, they should be consistent - that is, if you select
multiple but click the individual delete or suspend button it should
delete/suspend either only the selected hold or all the holds. I'm not sure
what the behavour was like when there wasn't a bug.
