I agree with this. I have just encountered the problem this bug describes in 25.11. The use case is a donation of historical serials. The library team created a subscription - as that's the clearest way for both staff and users to see which issues the library has and which are missing. Because they do not actually subscribe to this title, they set the subscription end date to the publication date of the last issue they have - therefore, in the past.
