Just to highlight two slightly less obvious changes with this update: - Everywhere you could add specify a patron in the item lists module should now only autocomplete to patrons with catalogue access (they're the only folks who could make use of item lists anyway). - If you don't have the list_borrowers permission, everywhere you could specify a patron will be hidden (the autocomplete doesn't work without that permission). So that means you can only create lists belonging to yourself (the new default) and edit existing lists without changing their owner.
