Currrently AutoILLBackendPriority is only per backend, but it would be nice if
you could set it per institution.
example:
ISO borrowing plugin allows to set multiple lenders
AutoILLBackendPriority will currently put all ISO lenders at the same level
Libraries would like to be able to set priority per library, ideally with tiers
(ie, lenders A,D,F together, then lenders C,B,E, and at the bottom lender g
