A library may wish to retain non-anonymized old_issues and old_reserves data
for use by administrative staff but limit access to that data by circulation
staff. This could be easily accomplished by creating a new system preference
that sets a number of days in the past beyond which checkout and hold history
will not be shown in the patron record and would not show patron information
when viewed on the biblio record.
This data would still be viewable in reports, but not to users with only
circulation and catalog permissions.
