At the moment, Koha::Config can only find and read koha-conf.xml, but there are
times like in bug 43463 where you might want to access a different Koha
configuration file.
In fact, locally I already do this with Koha::Prosentient::Config...
I think it's more effective than when we do this in C4/SMS.pm:
my $sms_send_config = C4::Context->config('sms_send_config');
