My subtest set the preference RecordLocalUseOnReturn to 1 and did not restore it, and the 'Wrongbranch blocker' and 'transfer not in transit' subtests recently added to main right after it don't set that preference. The new version restores it at the end of the subtest (and is rebased on current main). Regarding the manual test: as the item was still shown as checked out even after a full reindex, items.onloan was most likely still set in the database, which happens when the item is really checked out (there is a row in issues). In that case blocking the return keeps the checkout, which is correct. This bug only affects items that are not checked out but still have items.onloan set, which is why the steps set onloan directly with SQL. I've made the test plan more explicit, with queries to check that there is no checkout and that onloan is cleared after the check-in.
