We had a vendor whose URL ends in ../r51/sushi/
Koha assumes for any 5.1 report that the URL must end in r51 and appends this
if it doesn't.
For this vendor we had to workaround by setting the version to 5, the only
value we consider valid besides 5.1
This should be a switch or option, not a silent default
