Bug ID: 43952
Summary: Allow expired patron accounts to block auto-renewals

Target Milestone: ---
If a library has ReturnBeforeExpiry set, patrons will have items due the day
before their account expires. If the library also uses auto-renewals, the cron
will attempt to auto-renew the items once they hit the due date (or whenever is
set in "No automatic renewals before"). Because the due date cannot change, the
renewal is used but the due date remains the same, and this starts a loop. Each
day, the auto renewal cron will use a renewal to try and advance the due date,
but ReturnBeforeExpiry prevents the due date from changing.
There are other cases where auto-renewal is disabled, and it is shown in the
staff interface as "not renewable" which blocks automatic renewal. It would be
great if this simply prevents the cron from attempting renewal at all. This
would preserve the patron's remaining renewals on an item, potentially able to
go into effect after the account is renewed.
This may also work in conjunction with a development to block manual renewals
from the staff interface if a patron account is expired, similar to the
BlockExpiredPatronOpacActions preference for the OPAC, but that's likely a
separate bug.
