Download and delete are only offered for rows that have a counter file. The empty state counts counter logs instead of counter files, so failed harvests are listed too. Test plan: 1. Run a harvest for a provider over two months 2. Open the provider, Import logs tab 3. Check one row per report type and month, with status, period and a job link 4. Filter the status column on "Retry needed" 5.
