Not all legal jurisdictions would agree, and it would not surprise me if there are some where there is an absolute right, even for juveniles, to prevents relatives from seeing checkouts. I believe that Koha should respect stronger data privacy laws when applicable, and this is one such case. I believe that a resolution is the move the OPAC page for toggling privacy_relative_checkout so that it is not dependent on the value OpacPrivacy.
