It's really quite spiffy! Just click the "Splinter Review" link and you will get a page with a link for each file. You can then look a the diff for each file, and double clicking any line will bring up a text box so you can annotate individual lines of code. Once you are done, click the "Overview" link and click the "Publish" button at the bottom. This will create a new comment on the bug detailing your notes!
