Yes, I can confirm this. NOW there is a timeout of abou 2 minutes and no
connection is possible anymore (but some minutes ago I was able to
access the address on port 80 as shown in the previous e-mail).
$ telnet debian.koha-community.org 80

telnet: Unable to connect to remote host: Connection timed out
