Please not this from the manual: "[UseICU] will not affect Zebra indexing, it should only be used to tell Koha that you have activated ICU indexing if you have actually done so, since there is no way for Koha to figure this out on its own." You have to first configure Koha to use ICU, then you can make sure UseICU is set according to that. Currently, UseICU only affects how search links for complex subjects are constructed in the OPAC and Intranet.
