I can understand your remark very well. What we still need in the staff client, is a permission that controls access to the Lists section. See also http://wiki.koha-community.org/wiki/List_permissions Point 6 But do note that disabling pref virtualshelves still makes some difference: In catalogue search e.g. you will not be able anymore to see/add to lists.
