We did something similar.
If you look at this opac : http://chelsea.inlibro.net/
You'll see a Français in the top left corner.
We add this option using the following javascript in the opacuserjs
system preference :
$("#members > ul").html( $("#members > ul").html() + '<li
class="divider-vertical"></li><a
href="/cgi-bin/koha/opac-changelanguage.pl?language=fr-CA">Français</a></li>'
);
