Hi Klass, first of all: Which version of Koha are you using?
Generally speaking: It is definitely possible to define the rule without item type - then it applies to all item types. Also it is possible to change/remove a rule: the buttons for this are at the right side of every row - you just need to scroll to the right. Could I ask you which features are you missing in Koha?
