Finding a solution to puzzle 1 would be great, but the solution would not be 
perfect as I cannot alter the subject line of the ODUE notice. My ideal 
solution would be not to send the ODUE notice to leavers at all, and instead 
send a separate notice to them using the patron emailer. So I need TT code / a 
rule to prevent a notice that *should* go out from being sent.

I am working to significantly improve messages to students and being able to 
use TT code / rules to **prevent** a standard Koha notice going out would be 
great, but I have no idea how I can do this. I'd appreciate any suggestions... 
indeed, is this possible?
