I tested a z39.50 search for the Library of Congress using 24.05.03 (and 24.05.04 + main) and things worked as expected for me. (I don't have access to OCLC Firstsearch. This was also with a cleared browser cache.) Maybe their service was slow/down at the time? If it is still an issue, I would suggest logging a support request with ByWater Solutions.
