Extracts. ------------------------------------------------------------------- Tibet Must Remain Part of Motherland A leader of the Tibet Autonomous Region has said that the point of the Chinese Government's campaign against the Dalai Lama is to oppose separatism and safeguard the unity of the motherland. Raidi, deputy secretary of the regional committee of the Communist Party of China, made the remark in Lhasa yesterday in an interview with reporters from the Chinese mainland and Taiwan. He reiterated the consistent stance of the Chinese Government that the Dalai Lama must give up his pro-independence position, stop his separatist activities and make a public announcement agreeing that Tibet is an inalienable part of the motherland, an administrative part of China, and the People's Republic of China is the sole legal government of the country. "We firmly oppose any people, any group and any nation who interfere in China's internal affairs by following the Dalai clique and raising the so-called Tibet issue," he said. Since September 27, 1987, the Dalai clique has openly attempted to create chaos by advocating slogans like "Tibet independence" and "Driving out Han people" so as to damage the normal order of people's life, according to the official. Legqog, chairman of the Tibet Autonomous Region, yesterday refuted comments by Western media that the Chinese Government had changed the traditional way of life in Tibet. He said everything the government had done was for the Tibetans to live a happy life, just like people in other parts of China. He noted that although the living standards of Tibetans had greatly improved, they still followed their traditions and customs. Traditional Tibetan festivals, such as the Tibetan New Year and the Xodoin Festival, are still celebrated, but more modern elements have been introduced into their lifestyles, he said. ------------------------------------------------------------------------- Official Calls for Rule of Law Official Calls for Rule of Law in Developing W.China Jiang Chunyun, a vice-chairman of the National People's Congress Standing Committee, has urged that the rule of law be applied in the course of developing China's economically-backward western region. Jiang, who is also a member of the Political Bureau of the Communist Party of China Central Committee, made the call Thursday at a forum on the relationship between the rule of law and the development of the west. The workshop was held in Chongqing Municipality, in southwest China, and attended by leaders of standing committees of provincial-level people's congresses from western areas. In his speech, Jiang hailed the strategy to development the western region as a major decision for the new century made by the central authorities. The implementation of the strategy demands to strengthen the legal system in the west, he stressed. The advocacy of the rule of law in developing the west meets the requirements for the development of China's socialist market economy and is a must for complying to the trends of economic globalization, Jiang noted. He said that China's existing laws provide the basic legal support for the strategy, but new laws and revisions of some former ones are needed according to local conditions. He made the remarks at a meeting held by the Central Committee of the Communist Party of China to consult non-Communist parties, the All-China Federation of Industry and Commerce (ACFIC) and non-party figures on the Western Development Strategy. President Jiang expressed his appreciation of the enthusiasm from the above-mentioned organizations and figures towards the strategy and their policy suggestions. He noted that implementation of the strategy has headed off to a good start, with the State Council's preliminary policy frames, the enthusiasm of the cadres and masses in the west and the participation of non-Communist party figures. Jiang stressed the importance of the principle of seeking truth from facts in developing the west, adding that there must be good planning and prioritizing in choosing projects. As a reminder, the president said that developing the west will take generations of strenuous efforts, so any short-term behavior must be avoided. Jiang expressed the confidence that the non-Communist parties, ACFIC and independent figures can make great contributions to the Western Development Strategy, as they boast rich human, material and intellectual resources.
