Party congress manifests entire nation's will and hope: Party Plenum
communique 

The coming Ninth Party Congress will be congress of intellect, democracy,
solidarity and renovation, reflecting the strong will and great hope of the
entire nation at a significant time of the new century and the new
millennium. 

So says a communique issued at a press conference in Hanoi yesterday at the
close of the 11th plenum of the Communist Party of Vietnam Central Committee
(CPV CC) held in Hanoi from January 6-16.

The plenum discussed draft documents and preparations for the next CPV CC
personnel to be submitted to the Ninth Party Congress.

Party advisors Do Muoi, Le Duc Anh and Vo Van Kiet attended the plenum and
General Secretary Le Kha Phieu delivered speeches at the opening and closing
sessions. 

At the plenum, the Party Politburo presented to the Party CC a report of
opinions about draft documents to be submitted to the Ninth Party Congress
submitted by Party committees at all levels, revolutionary veterans, the
Vietnam Fatherland Front, mass organisations and scientists, and opinions
from the Politburo.

Persisting in the goals of national independence and socialism,
Marxism-Leninism and Ho Chi Minh Thought, and the Party's leadership, the
CPV CC discussed and passed major resolutions to complete the draft
political report, the draft strategy for socio-economic development for
2001-2010, the draft socio-economic plan for 2001-2005, the draft report on
amendments to the Party statutes, the report on the Party CC's leadership in
its tenure, and the report on self-criticism and criticism conducted in
accordance with the Resolution of the sixth plenum, second phase, for
submission to the Ninth Congress.

The CPV CC also gave opinions about preparations for the next CPV CC
personnel and expects to complete it in the next plenum before submitting it
to the Ninth Congress.

The draft political report will be made public to get people's opinions
before it is presented as an official report at the Ninth Congress.

The CPV CC called on the entire Party, people and army to uphold the Party's
and the nation's revolutionary tradition, strengthen solidarity and give
opinions to the draft documents to be submitted to the Ninth Congress in
order to set up correct directions and targets; take advantage of
opportunities and overcome challenges to successfully carry out
industrialisation and modernisation for the goals of a prosperous people, a
strong country, and an equitable, democratic, civilised and
socialist-oriented society. (VNA)

Vietnam values relations with the US, says NA chairmanVietnam attached
importance to its relationship with the United States, National Assembly
Chairman Nong Duc Manh told a visiting US House of Representatives
delegation led by Democratic Party leader Richard Gerphardt, in Hanoi on
January 16. 

Mr Manh said that Vietnam had persistently implemented its policy of peace,
friendship and co-operation with all countries on the basis of respecting
each other's independence, sovereignty and territorial integrity, equality
and to their mutual benefit.

He expressed his delight at positive steps of development in relations
between the two countries in the recent past, saying that they had signed
many co-operation agreements, including the Bilateral Trade Agreement.

He welcomed the delegation's visit, saying that it would contribute to
boosting the relationship and co-operation between the two legislative
bodies in particular and the two countries in general.
The NA Chairman highlighted Vietnam's active co-operation in searching for
American servicemen reported missing in action during the Vietnam war.

He said that he hoped the United States would help overcome the consequences
of war in Vietnam, including the settlement of issues relating to Vietnamese
soldiers missing in action, mine and bomb clearance and Agent Orange
victims. 

In response, Mr Gerphardt thanked the Vietnamese people for their
co-operation in MIA issues. He said that he hoped Vietnam would play an
important role in the region and in the world trade system.

Mr Gerphardt also expressed his belief that the US Congress would ratify the
Bilateral Trade Agreement in the near future.

Congressman Gerphardt was received by Deputy Prime Minister Nguyen Tan Dung

Efforts to bring Tet to poor people

Work has been continuing to help priority policy beneficiaries and poor
people to enjoy Tet (Lunar New Year).

Together with the delivery of 1,311 Tet gifts from the State president, the
authorities of the Party Committees, the People's Councils, the People's
Committees and the Fatherland Fronts of the central province of Thua
Thien-Hue and its districts have organised Tet visits and presented 30,514
Tet gifts to priority policy beneficiaries. The provincial authorities have
also distributed 150 tonnes of rice to those families in difficulties.

Nam Dinh northern province has spent over VND 500 million to help 11,000
people who are old and lonely; orphans and those in special difficulties.

The Charity Association of the southern province of Dong Nai has presented
210 Tet gifts to poor families in the province's Bien Hoa township.

The Hanoi Labour Federation has spent VND 40 million to buy Tet gifts for
priority policy beneficiaries and workers in difficulties in Soc Son
district. 

The Students' newspaper in co-ordination with the Hong Ha Stationery Company
and the Thu Ha Coffee Company, presented Tet gifts to nearly 200 students of
32 colleges and universities in Hanoi who could not come home for Tet due to
various reasons. 

The Vietnam Toyota Company presented 20 Tet gifts each worth VND 150,000 to
families of war invalids and martyrs in Phuc Thang and Kim Hoa villages, Me
Linh district, Vinh Phuc province where the company is located.

Vietnam's panel posters in Cuba exhibition

Vietnam's eight panel posters, particularly Ho Chi Minh portrait, are
dominant among other thirteen of Asia at a Panel Poster Exhibition entitled
' For a Just and United World ' which opened on January 15 in Havana, Cuba.

Vietnam's panel posters also feature its struggle for national liberation.
Deputy head of the Party Commission for External Relations and president of
the Vietnam's Committee of Solidarity with Asia, Africa and Latin America,
Pham Van Chuong, led a Vietnamese delegation to attend the opening of the
exhibition. 

Displaying at the exhibition are 100 panel posters featuring the struggles
for national liberation of people of Asia, Africa and Latin America and
portraits of outstanding leaders of these struggles.

The exhibition is to mark 35th founding anniversary of the Organisation of
Solidarity with People of Asia, Africa and Latin America (OSPAAAL).
