General Leonid Ivashov, head of international relations at the Russian defence ministry, said the attacks were "a new defiance of world opinion," the Interfax news agency reported. The general described the raids as a "barbaric and inhumane" treatment of the Iraqi population, adding: "There was no military justification for the strikes." The strikes "harm the prestige of the international organisations, in particular the United Nations Security Council," he said. UN acceptance of the strikes "could lead to an escalation on the part of (US President George W.)
