APPEAL

TO THE INTERNATIONAL PUBLIC

Two years passed since the beginning of the criminal North Atlantic Treaty
Organisation's aggression against Yugoslavia, on 24th of March 1999. Heroic
defence put up by the Serb people was also defence of law, justice and
humanism.

Dangers for peace in the region and in the world have not diminished.
Instead of implementing resolution of the Security Council No.1244(1999), to
disband and disarm terrorist "KLA", NATO changed that organisation's name
into "KPC" (Kosovo Protection Corps), equipped it with NATO armament and set
it onto new confrontations and ethnic cleansing in the Province, southern
Serbian municipalities, in Macedonia. NATO deepens instability, encourages
separatism and change of borders, makes new divisions. Situation in the
Balkans is today worse then before the NATO aggression against FR of
Yugoslavia.

Departing from the tragic experiences of the peoples of the Balkans, we are
demanding:

1. DISSOLUTION OF NATO

By its aggression on Yugoslavia in 1999, NATO trampled over the UN Charter,
international law, its own founding act and humiliated Security Council of
UN. Expansionist, imperialist policy of NATO represents the biggest
impediment to democratisation of international relations and largest
obstacle for establishment of a just international order.

2. IMMEDIATE DEPARTURE OF NATO FROM THE BALKANS

Human sufferings, thousands of civilian victims, millions of refugees,
hundreds of billions of dollars in damages, transformation of Kosovo and
Metohia and so-called Ground Security Zone in the south of Serbia into
springboard for Albanian terrorism and organised crime against Europe - are
only some of the results of NATO's "humanitarian intervention" and of
general NATO policy in the Balkans.

3. RESPONSIBILITY FOR CRIMES AND WAR DAMAGES

NATO leaders, that caused death of thousands of human beings, humanitarian,
economic and environmental catastrophe, and particularly leaders of the
previous American administration, must be tried for crimes against peace and
humanity. War damage and losses due to the illegal sanctions must be
compensated for.

4. BAN ON RADIATION WEAPONS

Use of uranium, plutonium and other radioactive matter, causing permanent
genetic and environmental damage represents a crime that must be sanctioned.
UN are called upon to put an explicit ban on manufacture and use of all the
radiation weapons, and to, as an interim measure,

establish its monitoring over manufacturing facilities and existing stocks
of such weapons, untill their annihilation. Victims of radiation weapons
have the right to just compensation - UN GA should support that.

5. ABOLISHMENT OF SO-CALLED HAGUE TRIBUNAL

Ever since its inception contrary to the international law, so-called
International Criminal Tribunal for former Yugoslavia, represents an
instrument of NATO for persecution of Serbs, as victims of partition of
their country and aggression, in order to cover the responsibility of
criminals from NATO.

Socialist Party of Serbia calls upon all the forces of peace, freedom,
justice and law and individuals to join this Appeal and by public
manifestations and specific actions contribute towards its attainment.
