La visita fue coordinada por el Instituto de Estudios del Caribe de la UPR en Río Piedras y el Comité Pro Rescate y Desarrollo de Vieques (CPRDV) con la ayuda del Proyecto Caribeño de Justicia y Paz (San Juan) y su coordinadora, Wanda Colón. Representantes del Centro Caribeño de Política sobre el Desarrollo (CPDC, por sus siglas en inglés) de Barbados, St. Vincent, Trinidad y Puerto Rico conversaron con miembros del CPRDV, con el ex alcalde de Vieques y actual Sub Comisionado de Vieques, Radamés Tirado y con el epidemiólogo viequense, Dr. Rafael Rivera Castaño. Además de los problemas causados por la Marina en la salud, el ambiente y la economía, los viequenses hablaron sobre la propuesta para el desarrollo sustentable en un Vieques libre de la Marina. Robert Rabin, miembro del CPRDV, describió los trabajos en el área de la planificación y el desarrollo y la creación en 1999 del Grupo Técnico y Profesional en Apoyo al Desarrollo Sustentable de Vieques. "El pueblo viequense ha hecho grandes sacrificios en estos dos años de intensa protesta, pero también trabajamos fuertemente la propuesta para un desarrollo comunitario en un Vieques libre de la Marina," señaló Rabin. Por su parte, Tirado narró cómo la Marina intentó dirigir su Alcaldía (1976-1980) amenazando con cortar fondos federales si no apoyara la presencia militar en la isla. "Me presionaron con su poder político y económico y como mantuve una posición firme en contra de su presencia aquí, me paralizaron proyectos económicos y eventualmente montaron una campaña para derrotarme en las elecciones de 1980," dijo el ex Alcalde. Los expertos en desarrollo del Caribe hablaron sobre las experiencias en sus paises y se comprometieron llevar el mensaje de la lucha viequense a sus respectivos pueblos. Esta visita ayudó a ampliar la red de apoyo internacional que el CPRDV ha ido desarrollando durante los últimos años y que se extiende a todos los continentes. "Recientemente hemos enviado representantes de la lucha a la India, Corea, a Inglaterra, a los Estados Unidos, pero faltaba un trabajo con nuestros paises vecinos del Caribe. La visita de los miembros del CPDC inicia este proceso de solidaridad caribeña con la lucha de nuestro pueblo," dijo Rabin. The visit was coordinated by the Institute for Caribbean Studies of the University of Puerto Rico and the Committee for the Rescue and Development of Vieques (CPRDV) with the help of Wanda Colón, coordinator of the Caribbean Project for Peace and Justice (San Juan). Representatives of the Center for Policy on Development in the Caribbean (CPDC) from Barbados, St. Vincent, Trinidad and Puerto Rico spoke with members of the CRDV, with the ex mayor of Vieques - now Assistant Commisioner for Vieques - Radamés Tirado and with Viequense epidemiologist, Dr. Rafael Rivera Castaño. In addition to problems caused by the Navy for health, the environment and the economy, the Viequenses spoke about the proposal for a sustainable development in a Vieques without the Navy. Robert Rabin (CRDV) described the work in the area of planning and development and the creation of the Technical and Professional Team in Support of Sustainable Development for Vieques. "The people of Vieques have made great sacrifices during these past two years of intense protest, and we have also worked hard on the proposal for community development in a free Vieques," expressed Rabin. Tirado narrated how the Navy tried to direct his municipal administration (1976-80), threatening to cut federal funds if he did not support the military presence on the island. "They pressured me with political and economic power, but, since I maintained a firm position against their presence here, they paralized economic projects and eventually mounted a campaign to defeat me in the 1980 elections," the ex mayor said. The experts in Caribbean development spoke about the experiences in their countries and promised to take the message of the Vieques struggle to their respective communities. This visit helped widen the network of international support developed by the CRDV during the past several years and that extends to every continent. "We have recently send representatives of the struggle to India, Korea, England and the US, but lacked this work with the neighboring countries of Caribbean. The visit by members of the CPDC will help foster Caribbean solidarity with the struggle of our people," said Rabin.
