KCNA on Bush administration's preparations for war
Pyongyang, May 18 (KCNA) -- The U.S. army will reportedly create a
brigade to be hurled into the Korean peninsula from the U.S. mainland within
four days after the outbreak of a dispute on the peninsula, pursuant to the
Bush administration's "New National Defense Policy." Scheduled to be founded
by the next year, the brigade would perform the role of a task force with
greater maneuverability and fire power than the existing brigades.
These facts clearly prove how much spur the Bush administration is
putting to the preparations for the second Korean war after making it a fait
accompli.
After the emergence of the bush administration, hawkish republican
government, the process of reconciliation on the Korean peninsula is again
facing an obstacle and the danger of war is increasing. This is adversely
affecting the situation in the Asia-Pacific and the world.
The Bush administration's new plan to create the task force against the
DPRK is one more provocative war move to further strain the situation on the
Korean peninsula, spark a chain arms race and check the national
reconciliation and unity between the north and the south.
This is a clear indication that the Bush administration is only keen to
realize its ambition to dominate the world by "force" although it talks
about "strategic stability" and "peace" in the world and pretends to be
interested in improving the relations between the DPRK and the U.S. and
between the north and the south.
The people and the army of the DPRK will further heighten vigilance
against the U.S. preparations for a war, a threat to its sovereignty and
security, and counter the aggressors' provocation with a strong measure for
self-defence.

------------------------------------------------------------------------

Head of DPRK delegation on policy of attaching importance to children
Beijing, May 16 (KCNA) -- The head of the DPRK delegation made an
address on may 15 at the 5th ministerial consultation in East Asia and the
Pacific on shaping the future for children opened in China. He said that the
DPRK government has enforced the policy of attaching importance to the
children's upbringing and education, guided by the Juche idea, and referred
to the achievements in the course of implementing the laws on educating and
upbringing children and the popular health care policy.
He expressed thanks to the U.N. children's fund and other U.N.
organizations, donor countries and non-governmental organizations for
rendering sincere assistance to the work to promote the well-being of
children.
He said that the DPRK government would systematically increase state
investment in projects for children's well-being, steadily improve the
policy of protecting children and institutional measures and make sustained
efforts to bring as early as possible the children's overall nutritive
condition back to that before the natural disasters.
He touched on the ways to attain the aim of children's well-being until
the 201

Will to make public GIs' atrocities clarified
Pyongyang, May 18 (KCNA) -- The international group to probe the truth
behind GIs' atrocities headed by former U.S. attorney general Ramsey Clark
is on a visit to the DPRK from May 15. Ramsey Clark said that the facts
probed and testimonies made by victims would be made public at the
international war crimes tribunal to be held in the future to try gis' mass
killings of civilians during the last korean war.
GIs round-table conversation was held here on Thursday between war
victims and the members of the group.
Prof. And Dr. of history Kim Tok Ho and war victims asked its members to
let the world peace-loving people know about the misfortune and sufferings
the Koreans underwent and strongly denounce GIs' atrocities at the
international tribunal. The head of the group said that testimonies made by
victims are urgently needed to prevent the repetition of GI's atrocities on
this land. He noted that he was greatly impressed to learn that victims have
made contributions to building the great country today although they
suffered unimaginable pain, adding that he was optimistic about the future
of the DPRK.
Recalling that the U.S. is provoking wars in different parts of the
world and keeps its huge forces and a lot of nuclear weapons in South Korea
he stressed that due to this Korea has undergone a 50-odd-year long tragedy
of division.

------------------------------------------------------------------------

Drive under way to overcome severe drought
Pyongyang, May 18 (KCNA) -- Severe drought is persisting in the DPRK.
Rainfall has stood at an average of 14 mm, or 11 percent of the annual
average since February in the west coastal areas south of Mundok county,
South Phyongan Province. Soil up to 10-20 cm deep is dried up.
60 percent of the sown maize withered before sprouting on farms in
Kangwon Province including those in Ichon, Kosan, Cholwon counties.
North hwanghae province has registered only 18 mm of rainfall on an
average since February. A long spell of drought has hit all parts of the
country.
Agricultural workers and helpers across the country are out to overcome
drought.
The paddy and non-paddy fields are watered by tractor-driven sprinklers
and inter-furrow irrigation and various transport means.
Meanwhile, a drive is under way to store flowing water and find
underground water.

Army-people rally held in Haeju
Pyongyang, May 18 (KCNA) -- An army-people rally took place in Haeju,
the seat of South Hwanghae Province, yesterday with at least 100,000
officers and men of the three services of the Korean People's Army and
people in the province attending. The province is the largest granary of the
DPRK.
Leader Kim Jong Il visited different cooperative farms in the province
this year following last year and expressed great satisfaction with the fact
that the army and people opened a promising prospect of effecting a new turn
in the agricultural production in the province with the might of
singlehearted unity. And he indicated measures and ways for increasing the
grain yield.
Vice marshal Jo Myong Rok, first vice-chairman of the DPRK National
Defence Commission and director of the general political department of the
KPA, in his report at the rally called upon the agricultural workers and
other people in the province and servicmen to fully meet the requirements of
the Juche farming method in order to increase the grain production in the
fields where the realignment project was completed.
A certificate of donating tractors and trailer farm machines to the
province was conveyed at the rally in the name of the ministry of the
people's armed forces.
Speeches were made there. They underscored the need to effect new
innovation in the second-stage land levelling and rezoning project, too,
under the banner of the idea of army-people unity of the Workers' Party of
Korea.

Friendly gathering marks death anniversary of Jose Marti
Pyongyang, May 18 (KCNA) -- A friendly gathering was held at DPRK-Cuba
Friendship Moranbong Senior Middle School No. 1 yesterday on the occasion of
the 106th death anniversary of Cuban national hero Jose Marti. Invited to
the gathering were Cuban ambassador to the DPRK Esteban Lobaina Romero and
embassy officials.
Present there were Choe Jong Hwan, vice-chairman of the Korean Committee
for Cultural Relations with Foreign Countries and vice-chairman of the
DPRK-Cuba Solidarity Committee, and other officials concerned.
They looked round "Jose Marti Class" and educational facilities of the
school before appreciating an art performance given by students.
Then they talked to each other about great achievements in Jose's
fighting and the development of relations between the two countries.

U.S. pressure upon Japan to revise its constitution denounced
Pyongyang, May 18 (KCNA) -- U.S. deputy secretary of state Armitage
during his recent visit to Japan urged Japan to amend article 9 of its
constitution banning Japan from participating in war and strengthen the
U.S.-Japan alliance. In this regard Minju Joson today in a signed commentary
says:
His demand for the revision of Japan's constitution is a blatant
interference in the internal affairs of Japan. Yet, the Japanese ruling
quarters meekly accepted the U.S. demand without any objection. This clearly
shows that the U.S.-Japan alliance is an out-and-out master-servant
relationship.
Armitage's request came at a time when the Japanese reactionaries are
working hard to revise the constitution for a legal guarantee for overseas
expansion. This is little short of adding fuel to flames.
The United States urges Japan to play the role of a shock brigade in
carrying out its strategy for world domination.
This is in line with the interests of the Japanese reactionaries so keen
on overseas expansion.
For this reason the united states has covertly supported Japan in its
moves to revise its constitution and is now openly pressurizing Japan to
amend it.

Restructuring of colleges rejected
Pyongyang, May 18 (KCNA) -- Over 500 students of teachers colleges and
normal colleges across South Korea held a rally in Seoul on May 13 and
rejected the authorities' unilateral restructuring of colleges, according to
an MBC report from Seoul. They said it is basically impossible to train
teachers through restructuring, demanding the withdrawal of the step for the
merger of colleges.
They held a street demonstration at the end of the rally.

Mt. Myohyang, tourist resort
Pyongyang, May 18 (KCNA) -- Mt. Myohyang 1,909 m above sea level is a
famous mountain of Korea visited by a lot of Korean and foreign tourists.
Over the past 20 years at least 10 million working people, and school youth
and children at home, more than 100,000 overseas Koreans and over 60,000
foreigners have visited the mountain.
In this period, about 68 kms of mountaineering courses were newly
explored and a total of 4,000 m-long safety chains were set up along the
courses.
About 60 bridges of various types, 14,000 steps, many pavilions and rest
places were built at different points of the courses.
And introduction boards are seen at scenic spots.
Carved on over 30 rocks are more than 2,700 letters including President
Kim Il Sung's autographs and leader Kim Jong Il's propositions.
More than 40 hectares of woodland have been created and trees of fine
species and floral shrubs have been planted.
Good service facilities have been established.
Pyongyang-Hyangsan Tourist Motorway was built and tourist trains and
buses carry an increasing number of tourists to Mt. Myohyang.
Mt. Myohyang has been turned into a scenic resort since Kim Jong Il
explored the mountaineering courses and indicated ways and orientation of
construction during his visit to the mountain over May 18-27, Juche 70
(1981).
