Party General Secretary Nong Duc Manh joined 1,500 pupils and teachers of
Trung Vuong Primary School in Hanoi to begin their new school year on
September 4. 

The Party leader praised the education and training sector of the capital
city for its achievements, further hoping that the sector would continue
improving teaching and learning quality and strive to become the leading
locality in increasing comprehensive education quality.

Trung Vuong primary school has been widely known for its tradition of good
teaching and learning and achieved the title 'Excellent School' for many
consecutive years. In the past school year, 63% of the school's pupils
reached excellent grades, 35.5% obtained fairy good grades and 94% of the
pupils graduated at excellent grade.

The same day, President Tran Duc Luong attended the school-opening ceremony
of Ngo Gia Tu Senior Secondary School in Lap Thach district of northern Vinh
Phuc province, a ŒLabour Hero¹ unit in the renovation process of the
province's education sector.

Addressing the ceremony, President Luong lauded the achievements of the
school in teaching and learning work in the past years. He also said he
highly appreciated the teachers, pupils, local authorities and parents
efforts to overcome difficulties, step-by-step making outstanding successes
in their education work and national defence.

The Tran Phu Senior Secondary School for Gifted Students in Haiphong warmly
welcomed former Advisor to the Party Central Committee Do Muoi who came to
attend the school-opening ceremony on September 4.

Politburo member and secretary of Ho Chi Minh City's Party Committee, Nguyen
Minh Triet, came to join students of Ta Quang Buu Senior Secondary School on
September 4. 

The same day, Mr Pham The Duyet, president of the Vietnam Fatherland Front
Central Committee Presidium and professor and academician, Pham Minh Hac,
who is permanent deputy head of the Party's Commission for Science and
Education, attended the school-opening ceremonies of Thang Long Junior
Secondary School in Hanoi and Luc Ngan district Ethnic People's Boarding
School in Bac Giang northern province respectively.

22 million pupils, students start school year


Nearly 22 million school pupils and students across the country opened their
new school year on September 5.

This new school year has seen one million secondary school pupils more than
last year. Apart from the number of primary school children which has tended
to reduce, those from all other educational levels, including pre-school,
junior secondary, senior secondary, vocational training, college and
university tend to increase. Of these, the number of senior secondary school
students increased the most at over 11%.

France to prioritise transport, housing co-operation



French Minister of Equipment, Transport and Housing, Jean-Claude Gayssot,
has pledged to give high priority to programmes on transport and housing
co-operation with Vietnam.

The commitment was made while the minister was received by General Secretary
of the Communist Party of Vietnam Nong Duc Manh in Hanoi on September 4.

Minister Gayssot briefed the Vietnamese Party leader of his working sessions
with the Vietnamese transport and communications minister and partners
regarding co-operation projects in Vietnam.

"Vietnam has always valued its relations with France," General Secretary
Manh told his guest, adding that the two countries should expand their
traditional relations by implementing Vietnam-France co-operation projects
and transferring technology, thus making bilateral co-operation more
effective. 

The same day, Minister Gayssot was received by Permanent Deputy Prime
Minister Nguyen Tan Dung, who expressed his appreciation for the
co-operative projects signed by the two countries during this visit. Among
them was a project to upgrade the Long Bien bridge, which has economic as
well as historical, cultural, and architectural significance in Hanoi.

Mr  Dung also expressed his hope that the Vietnam-France co-operation would
be expanded, especially in trade, investment, training, and technology
transfer.

Vietnam attends ILO's Asian Conference

Vice president of the Vietnam General Confederation of Labour (VGCL) Dang
Ngoc Chien has joined representatives from 29 countries and territories at
the 15th Asian Conference of the International Labour Organisation (ILO)
held in Bangkok, Thailand.

While meeting with officials of the ILO and regional countries' trade unions
in Bangkok, VGCL Vice President Chien affirmed the VGCL's strong support for
the strategy on national socio-economic development set out by the Communist
Party of Vietnam at its National Congress last April.

He noted that the VGCL welcomed ILO's 'fit labour' programme and recommended
that the ILO play an important role in enhancing social dialogue and
co-ordinating efforts to carry out national, regional, and global activities
relating to this programme.

ILO general director, Juan Sovavia; head of the ILO's Professional Staff of
the Bureau for Workers' Activities (ACTRAV) Simon Velasco, and several ILO
experts also attended the August 28-31 conference. (VNA)

Vietnam, France to co-operate in developing Hanoi

An administrative agreement on co-operation between Vietnam and France in
developing Hanoi capital city has been signed by Hanoi's Mayor Hoang Van
Nghien and France's Equipment, Transport and Housing Minister Jean-Claude
Gayssot. 

In his meeting with Minister Gayssot in Hanoi on September 2, Mr Nghien
spoke of Hanoi's plans on urban development in the coming years. The two
sides exchanged experiences in management and settlement of issues relating
to transport and housing.

They also discussed how to implement projects to upgrade the Long Bien
bridge and re-install tram lines built by the French in Hanoi in the early
the 20th century. 

The same day, General Director of the Civil Aviation Administration of
Vietnam Nguyen Tien Sam had talks with Minister Gayssot. They reviewed
bilateral co-operation in aviation and discussed measures to further boost
relations in the time to come.

Over recent years, aviation co-operation between Vietnam and France has made
headway in plane supplies, technology transfer, pilot training, and joint
flights and services. (VNA)

Politburo member tours flood-hit province

Politburo member and secretary of the Party Central Committee, Tran Dinh
Hoan suggested Long An province should raise house floors in high areas and
build houses on concrete stilts for low-lying areas, adding that building
houses on stilts in Dong Thap Muoi (Plain of Reed) flood-prone area is
feasible in order to help people maintain stable life and production.

Mr Hoan, who is also head of the Party's Organisational Commission and
director of the Ho Chi Minh National Politics Institute, paid an inspection
tour of Long An Mekong river delta province on September 4.

Provincial Party Committee secretary and Party Central Committee (PCC)
member Le Thanh Tam asked the PCC to grant money to help local people build
houses on concrete stilts, an effective measure for their 'co-existence with
floods' in the province and provide credit and offer priority policy for
local cadres. 

Thirty seven communes in the districts of Tan Hung, Vinh Hung, Moc Hoa and
Tan Thach were flooded as of September 4. More than 16,000 households in the
province were submerged under water. Over 2,300 households have been
evacuated to higher ground. Floodwater also submerged 35 hectares of rice,
18 hectares of vegetables, swept away 32 rural bridges and inundated many
schools and roads. Initial losses were put at about VND 11 billion.

Ministry tries to mitigate flood aftermath

The Ministry of Health has sent an official document to health departments
of six Mekong river delta provinces of An Giang, Can Tho, Dong Thap, Kien
Giang, Long An and Tien Giang, asking them to work out effective measures to
deal with the current flood.

Under this, the Health Ministry asked the sector's cadres to work
around-the-clock, know the exact number of pregnant women who are expected
to give birth from now to December and control epidemics.

The Ministry of Health has prepared medicine and lifebuoys to supply to
people in flood-hit areas.

Strong whirlwind hits Phu Yen

A strong whirlwind hit Cung Son town, Suoi Bac, Suoi Trai communes of Son
Hoa, Phu Yen northern province on September 3.

The whirlwind pulled down a 46-metre high radio-television antenna of Son
Hoa district Radio Station, suspending operation of the station and causing
damage worth VND 400 million.

It also pulled down two houses and made of 20 others roofless in Suoi Bac
and Suoi Trai communes. Strong wind accompanied by heavy rains damaged 50
hectares of rice in Cung Son.
