S.Korea aims end-Sept agreement on gas pipeline

SEOUL, Sept 10 (Reuters) - South Korea hopes to reach an agreement on plans
to lay a gas pipeline from Russia through North Korea by the end of this
month, the energy ministry said on Monday.

Representatives from the North and South attended a two-day meeting in
Pyongyang on September 6 and 7 to discuss the proposed pipeline, which would
feed South Korea natural gas from fields in eastern Siberia, the ministry
said in a statement.

South Korea, China and Russia have agreed to jointly develop gas fields in
eastern Siberia and to build a 4,115 kilometre (2,570 mile) pipeline from
the  Kovyktinskoye gas fields in Irkutsk to South Korea via China, subject
to a  feasibility study.

The prospect of of routing the pipeline through North Korea was raised after
that initial agreement, and has been aided by fresh signs of improving
relations between the two countries.

The two Koreas agreed last Thursday to resume ministerial talks stalled
since  March, when Pyongyang curtailed contact with the South in an angry
response  to a U.S. decision to put its relations with North Korea under
review. 

The Kovyktinskoye gas field project, which would require about $11 billion
in  investment, is estimated to have gas reserves of 1.2 trillion cubic
metres. 

South Korea would receive about seven million tonnes of the gas annually for
30 years from 2010 at the earliest if the three sides agree to go ahead with
the project.
