President Luong meets Cambodian leaders



Vietnam is ready to share experience and co-operate with Cambodia in the
fields conforming with each country's benefit and potential, said President
Tran Duc Luong during his meeting with Cambodian Senate Chairman Samdech
Chea Sim in Phnom Penh on November 26.

The Vietnamese leader arrived in Phnom Penh capital on the morning of
November 26 for a three-day official visit to Cambodia as guest of King
Norodom Sihanouk.

He affirmed Vietnam's persistent policy to unceasingly consolidate and
strengthen the fine co-operation, traditional friendship, solidarity, and
long-lasting stability with Cambodia on the basis of respect for each
other's sovereignty, non-interference in each other's internal affairs,
equal co-operation, mutual benefit, and peaceful co-existence.

He expressed his pleasure at the fine development of legislative relations
between the two countries, which, he said has contributed to raising mutual
understanding while maintaining the traditional friendship between Vietnam
and Cambodia.

President Luong briefed the Cambodian Senate Chairman about Vietnam's
socio-economic development. The two leaders agreed that Vietnam and Cambodia
should create favourable conditions for and help each other in overcoming
difficulties in order to bring bilateral relationships to a new height in
the interest of both peoples and for co-operation and development in the
region.

President Luong said he hoped that with the fine development of bilateral
relationships and under the leadership of Senate Chairman Chea Sim and
National Assembly President Norodom Ranariddh, the co-operative ties between
the two legislative bodies would be expanded.

Chairman Chea Sim informed President Luong of the two national assemblies'
co-operative activities. He said he believed that the traditional friendly
and multi-faceted co-operative ties between the two neighbours would be
constantly consolidated and expanded. (VNA)

Cambodian legislature leader welcomes
Vietnamese president

Cambodia's National Assembly President Prince Norodom Ranariddh on Monday
said he believed that the current visit to Cambodia by Vietnam's President
Tran Duc Luong would boost the co-operation and traditional neighbourly
friendship between the Vietnamese and Cambodian people.

Mr Ranariddh made the remark in his meeting at the Royal Palace on November
26 with President Tran Duc Luong, who arrived in Phnom Penh earlier for a
three-day official visit to the Kingdom of Cambodia at the invitation of
King Norodom Sihanouk.

The Cambodian legislature leader thanked the Vietnamese government and
people for their valuable support and assistance to the Cambodian people now
as before. He expressed his pleasure at the positive development of the
time-honoured ties between the two neighbouring countries, including the
co-operation between the two legislative bodies in recent years.

President Luong, who was given a state welcome by King Norodom Sihanouk upon
his arrival, spoke highly of co-operation between the National Assemblies
and peoples of Vietnam and Cambodia in the recent past, thus contributing to
further consolidating and strengthening the close solidarity and friendship
between the two countries.

President Luong said the establishment of Vietnam-Cambodia friendly
parliamentarian groups in the two countries would promote joint activities
between the two legislative bodies not only in the bilateral framework but
also in international organisations and forums.

He assured the Cambodian National Assembly leader of Vietnam's desire to
constantly reinforce the Vietnam-Cambodia ties of traditional, stable and
long-lasting bonds of friendship, solidarity, co-operation and good
neighbourliness."

This is based on the principles of respect for each other's independence,
sovereignty and territorial integrity; non-intervention into each other's
internal affairs; non-recourse to the use of force or threat of force; not
allowing any political and military forces to use one's country territory
against the other's; resolving all issues relating to the two countries
through peaceful negotiations, equal and mutually-beneficial co-operation,
and peaceful co-existence, Mr Luong added.

The President stressed Vietnam's willingness to share experience and promote
co-operation with Cambodia in all areas suitable to each country's interests
and capacities.

He further expressed his belief that the National Assemblies of both
countries would continue boosting their co-operation and increasing mutual
assistance through activities of citizen education, especially for the young

Policy to boost co-operative ties with Cambodia affirmed



President Tran Duc Luong of Vietnam has affirmed the country's consistent
policy of sustaining good neighbourliness, unity, friendship, and long-term
stability with Cambodia.

The Vietnamese leader was speaking to Cambodian Prime Minister Hun Sen at a
reception in Phnom Penh on November 26, the first day of his three-day
official visit to Cambodia.

Prime Minister Hun Sen briefed President Luong on socio-economic development
in Cambodia and the results of bilateral co-operation in education-training,
agriculture, forestry, fisheries, electric energy, trade, public health,
tourism, transport and communications, culture, and information.

Both the host and the guest expressed pleasure at the successful development
of bilateral relations.

President Luong noted that co-operative agreements and accords have been
effectively implemented. He said he hoped that the two countries would
further their partnerships in agriculture, forestry, fisheries, tourism,
education-training, and energy, areas in which both sides possess potential.

He pointed to a need to accelerate the operation of the joint committee on
economic, cultural, and scientific-technological co-operation by outlining a
programme in the above-said domains.

The Cambodian leader said he hopes that the two countries will frequently
exchange visits by government, National Assembly and local agencies
following President Luong's current visit.

He also took the occasion to thank the government and people of Vietnam for
their assistance to Cambodian national defence and development in the past
and at present.

The Vietnamese president said he believes that the Cambodian people, under
the leadership of King Norodom Sihanouk and the Royal government and headed
by Prime Minister Hun Sen, will realise even greater achievements in
building a peaceful, independent, unified, neutral, non-aligned and
prosperous nation, thus contributing to peace, stability, and development in
Southeast Asia and the world. (VNA)

Vietnam, Cambodia sign co-operation accords



Vietnam and Cambodia have signed several agreements on co-operation during
President Tran Duc Luong's visit to Cambodia.

They are the agreement on November 26 between the Vietnam's Ministry of
Foreign Affairs and the Cambodia's Ministry of Foreign Affairs and
International Co-operation, the agreement on investment encouragement and
protection and the agreement on trade, exchange of goods and trade service
along Vietnam-Cambodia shared border.

The signing ceremony was held under the witness of President Tran Duc Luong,
President of the Cambodian Senate Samdech Chea Sim, President of the
National Assembly Norodom Ranariddh and Prime Minister Samdech Hunsen.

Vietnam, Cambodia issue joint declaration

A joint declaration on bilateral cooperation between Vietnam and Cambodia
was issued on November 26.

The declaration was released following the meeting between President Tran
Duc Luong and King Norodom Sihanouk in Phnom Penh.

Following is the full text of the joint declaration:

As neighbours, the Socialist Republic of Vietnam and the Kingdom of Cambodia
have entertained time-honoured friendly relations. Since the establishment
of their diplomatic relations on June 24, 1967, Vietnam and Cambodia have
consolidated, developed, and expanded their bonds of friendship and
co-operation in the political, economic, cultural, educational, and other
fields.

These bilateral relations have been further developed on the basis of the
principles contained in their Joint Communiques of 1992 and 1995. In
particular, during the visit to Cambodia in June 1999 by the General
Secretary of the Communist Party of Vietnam, His Excellency Mr Le Kha Phieu,
the two countries have identified a guideline for bilateral relations in the
21st century, namely, 'traditional, stable, long-lasting bonds of
friendship, solidarity, co-operation and good neighbourliness.

To further achieve the above-mentioned guideline and carry their bilateral
relations onto a new stage of development in the 21st century, the two sides
have agreed on the Framework of Bilateral Co-operation between the Socialist
Republic of Vietnam and the Kingdom of Cambodia to include the following
among other points:

1. The two sides will continue to develop their relations based on the
principles enshrined in the United Nations Charter and other universally
recognised principles of international law, on the Five Principles of
Peaceful Co-existence and on the principles set forth in the Treaty of Amity
and Co-operation in South East Asia, especially the principles of respect
for each other's independence, sovereignty and territorial integrity. They
further reaffirmed their respect for the principles of non-interference into
each other's internal affairs, of non-recourse to the use of force or threat
of force, of peaceful settlement of all disputes, and not allowing one's
country territory to be used by any political or military force against the
other's.

2. The two sides agreed to maintain regular high-level meetings between the
representatives of the two parliaments, governments, state agencies, and
military forces at various levels, continue to promote both the official and
people-to-people contacts between the two countries.

3. The two sides commit to strengthening co-operation and consultation
between leaders of the two Ministries of Foreign Affairs of Vietnam and
Cambodia to exchange views on bilateral, regional and international issues
of mutual interest. They also agree to work closely with each other in the
development programmes such as the Mekong sub-region, the less-developed
areas along the West-East Corridor (WEC) and the 'growth triangle.'

4. They agree to strengthen co-operation in the security and military fields
including the exchange of delegations and the sharing of experience in
science, technology, information, and training. They commit to co-operating
with each other to combat terrorism and to prevent terrorist activities
against their countries. They reaffirm their co-operation in carrying out
the bilateral agreement on search, excavation, and repatriation of the
remains of Vietnamese army volunteers who sacrificed themselves in Cambodia
during the wars. They will work closely with each other to combat
trans-national organised crimes, drugs trafficking, trafficking in human
beings, and other crimes.

5. The two sides reaffirm the importance of bilateral economic and
commercial relations between themselves, and commit to taking measures to
set up stable and long-term mechanism to further promote bilateral trade and
investment, to strengthening co-operation in customs fields, to expanding
co-operation in the financial and monetary matters and in other framework
such as AFTA and WTO. For that end, they agree to further consolidate the
existing mechanism for co-operation between them, especially the
Vietnam-Cambodia Joint Commission on Economic, Cultural, Scientific, and
Technological Co-operation.

6. They agree to further strengthen co-operation in the fields of
agriculture, forestry, fisheries, energy, and hydro-meteorology; to exchange
experience and expertise in the fields of forest resources management and in
the protection of endangered species and of the environment, especially
along the common land and sea borders.

7. They agree to strengthen their co-operation to upgrade land routes and
develop railway lines between the two countries. They agree to further
expand civil-aviation co-operation and to encourage their respective tourism
industries to take full advantage of the framework of existing multilateral
tourist co-operation.

8. The two sides agree to expand co-operation on public health, to share
experience, and to assist each other effectively in disease prevention and
control along the border between the two countries.

9. The two sides agree to further expand their co-operation in the fields of
education and training, to exchange students at university, post-university
levels, and to facilitate art, cultural and sport exchanges between them.

10. The two sides continue to co-operate in facilitating nationals of one's
country living in the other's country to have a normal and stable life as
other foreign residents.

11. The two sides agree to encourage their border provinces to further
promote their co-operation and mutual assistance in all areas of mutual
interests.

12. The two sides reaffirm their determination to settle as soon as possible
the border issues in the spirit of equality, mutual understanding, good
neighbourliness, so as to build a borderline of lasting peace, stability and
