While we were meeting yesterday, Jan. 3, in Los Pozos with the negotiators of the National Government for the purpose of finding formulas that would make it possible to free the dialogue and negotiation process of its obstacles, at the same time President Andres Pastrana was meeting with the military High Command. 2.. To our surprise, in statements to the press General Tapias, commander of the Armed Forces, affirmed that none of the measures announced by the President on Oct. 7, 2001 are negotiable, thus blocking any possibility of finding solutions agreed upon by the National Table of Dialogue and Negotiation, to the present paralysis of the process. 3.. General Tapias affirms that the guerrillas come out from the Demilitarized Zone to commit all kinds of actions, disregarding the fact that the guerrilla movement exists in 31 departments of the country. What is really hidden behind these declarations of the General is the warmongering stance of the military High Command that is always scheming behind the backs of Colombians and their desire for peace with social justice. 4.. If the position expressed by General Tapias prevails, the efforts to achieve through dialogue and negotiation the economic, political and social changes the nation is demanding, shall fail. The possibility of peace with social justice in Colombia shall once again succumb under the weight of the power on high, the enemy of national reconciliation and reconstruction.
