You'll have to ask your Gentoo packagers. From the Kopete developers' 
point of view, the ICQ plugin is shipped with the source code in one big 
package.

Also note that you need 0.12.3+ to connect to ICQ, as their servers 
changed last week. All versions up to 0.12.3 will not connect.
