Making it or not JasPer libs mandatory is purely a matter of editing a bit in 
the kopete/CMakeLists.txt file, only. Rest of the code and CMakeLists.txt files 
will deal w/ that. So feel free to change in there the mandatory property. Or 
rename the VIDEO... flag. The 2nd part could probably done as part of some 
other changes, later.
