This depends on point of view. In some other states, users are directly required to pay a toll to use the freeway. In other states, like here in cali, they tax you via gas and other methods to help pay for it. Of course the problem is that the money drivers pay via fees/taxes for roads isn't used to work on roads. It funds other things.
