Two separate efforts to do the same thing. CentOS seems to have broader adoption than WBEL, hence more active community support. Then again, since they're effectively identical clones of RHEL, support suggestions for one would apply to the other as well :)

But as of today, the WBEL project is still working on finishing their RHEL4 clone, whereas CentOS has had theirs for a few months, and has already released the first update roll-up (http://centos.halfbyte.net/ 4.1/). It seems to be the more active project, which means a lot since you're relying on them to release RedHat's security updates on a timely basis.
