Here, I'm just trying to sort out the issue, collecting tidbits found web surfing. It seems like both federal and state laws come into play, with states being able to provide for more privacy. I spent an hour this afternoon surfing for California laws but did not find what I was looking for. Found other interesting stuff on privacy, but not what I was looking for.
