It's not hard, it's expensive. Last time I looked, I think it cost $180k
to get the USA, and similar cost for Canada from the Canadian govt.
Every time someone from the govt proposes to make the data free to the
public, the "Garmin"'s of the country/world convince them otherwise to
protect their investment.
That is why someone needs to take the data and re-publish it under a
GPL-like license.
I don't think you can "take" it and republish it. It's copyright US Govt
(thanks to their satellites and their staff walking the trails)
