The facilities were designed to survive a nearby attack but I'm not so sure the system is. If there is a direct attack on a phone system building the building will be destroyed whether it has no windows and is designed to withstand 100psi overpressure or not. If you destroy any one particular facility will the system still work? The system needs to be able to route around such places on the fly. I know the Internet can do that. Not so sure the phone system could. Maybe the modern phone system can.
