Isn't this almost a find one-liner?
Something like "find $dir -mount \! -follow -atime 30 -exec rm {} \;"?
I suppose I should go look at the tmpwatch package to see how they do
it... if I can find it. It seems "apt-cache search tmpwatch" isn't
telling me much...
