Would Squid do what you are looking for on localhost, maybe in a
transparent proxy setup?

No, I don't think so. What I'm looking for is a way to write directly
in to the URL what proxy I want the fetch of that resource to use. I
want to use localhost:8230 in this tab, and proxy.net:2383 in the tab
next to it. I don't want to have to change a setting every time I
want to use a new proxy.
