It's not just that. Another important part about this is that some companies explicitly spell software development J-A-V-A. You may not *install* anything non-approved directly on the machine, but often they will let you call all manner of jar libraries.

Being able to pull in a jar and run Your Favorite Annoying Language(tm) is a good thing.
